Carmen Zuniga is a GCE saboteur and a computer hacker who participated in Octavio's plot to raid the United States Southern Command. Her role was disabling the phone lines and hacking the system. She also set up the Semtex for the building to blow. When things went sideways, she was prepared to kill Russ Jeter when she had him in her sights as he ascended the stairs, but was shot dead by Clayton Swain.
