Hector Martinez is a Colombian military general loyal to Gustavo Barros. He was present in Panama during President Fernando Asturius's birthday as a representative for the Gran Colombian Empire. Though he allowed Tavo to use his army for the crusade in North and South America, he disapproved of his army being used for executing civilians.
