Pena is a spy for the Gran Colombian Empire and a saboteur, also a comrade with Octavio. Before the raid, he forced Michael Plasencia, a Florida paramedic, to aid them in the raid under the threat that he'd kill his wife and daughter. He led a group of saboteurs to attack the United States Southern Command under the guise of EMTs in an attempt to stop the Nathan James. When the raid on the USSC went sideways, he was on the rooftop with President Joshua Reiss and a cellphone as a remote detonator. Octavio ordered him to blow the roof, and as he was prepared to do that, Joseph Meylan jumped him and stabbed him. Meylan beat him to a bloody pulp until he was dead.
